Description of problem:
When I open "File share" settings in "System Settings", window is in read-only mode and doesn't ask for password.

How reproducible:
Always

Steps to Reproduce:
1. Open "System settings" 
2. Open "File share" or run /usr/bin/kcmshell4 fileshare
3. Look at this
  
Actual results:
Window in read-only mode.

Expected results:
Show dialog to enter root password and show normal editable window with settings.

This bug is fixed in Fedora 16. I think you can close this bug.
