Description of problem:
If multiple parameters are specified and the last one is found (but the other ones are not) read_condor_config will falsely denote success.

read_condor_config now properly check all parameters (both when subsystem is specified and when it is not).

Verified on python-condorutils-1.5-3 (source code).
