Description of problem:
http://docs.redhat.com/docs/en-US/Red_Hat_Enterprise_Linux/6/html/Power_Management_Guide/Tuned.html section 2.5 describes tuned, a performance (and power) tuning application.  But this really belongs in the Performance guide.
