mingw32-qpid-cpp spec file currently passes -DBoost_COMPILER:STRING=-gcc45 to cmake. I've now fixed it instead in the cmake toolchain file in the mingw32-filesystem package for both F15 and rawhide, so if you want to, it should be possible to clean the mingw32-qpid-cpp spec file up from unneeded cruft.

Note that as of right now the F15 package is still in updates-testing, so it'll take a few days (or some +karma) to be able to build against it in F15.
