The DNS configuration for IPA can make is possible to have master-replica failover in a way that would allow IPA clients to be registered to the domain even if the master server is down. This is done by configuring a client (especially SSSD, but also the ipa tool) to use a replica if the master is unavailable. An example of this configuration needs to be added to the SSSD documentation for IPA, as well as the constraints of this form of failover.
