Description of problem:

Pulp server could be able to centrally check/monitor the validity of your client servers' RH subscriptions (CentOS clients should reply: "Not applicable" or something like it.)

I think what you're looking for is one of our projects called Candlepin. You can find more information about this here:

pulp is not expected to do entitlement validation, we'll rely on candlepin for that.
