At the moment the docbook builder is outputting both Overviews.xml and ConceptualOverviews.xml. 

The Overview topic type was renamed to Conceptual Overview, so it's the same thing; and indeed the content of these two files is the same set of topics.

Overviews.xml should be deprecated.
