Description of problem:
In 12.2 we tell the user to configure HA for the Central Manager in a way that would cause issues if attempted through remote configuration.  Suggest changing:

1.
NEGOTIATOR_HOST=
CONDOR_HOST=

3.
COLLECTOR_HOST = $(CENTRAL_MANAGER1),$(CENTRAL_MANAGER2)

to:
Delete step 1

3.
CONDOR_HOST = $(CENTRAL_MANAGER1),$(CENTRAL_MANAGER2)
COLLECTOR_HOST = $(CONDOR_HOST)
