Description of problem:

The "qmf-tool" is not described in the Messaging User Guide or in the command help. 
Command "qmf-tool --help" command displays help for "qpid-tool" (see Additional info part)

Using of the "qmf-tool" is currently unclear; its options are unknown.

Steps to Reproduce:
1. Display command help using command "qmf-tool --help"
2. Try to find description of the "qmf-tool" command in the Messaging User Guide.

  
Actual results:
The "qmf-tool" command help shows help for command "qpid-tool" and there is no description of the command in the Messaging User Guide.


Expected results:
The "qmf-tool" command should have its own command help and should be described in the Messaging User Guide.

 Component of the bug 711397 was changed from "Messaging User Guide" to "qpid_tools". 

This bug is reopened for missing documentation in the Messaging User Guide.
