This is a bash script and a webservice that takes a Skynet TopicID and a TopicRepo URL, and writes the URL into the Tpoic.SVNURL meta-data field in SKynet. 

If the Topic meta-data record in Skynet already has a TOPic.svnurl set, it returns an error.

The bash script talks to the webservice running on Skynet. 

THe bash script can then be added to the topic tool as a post-action hook on topic commit.
