We need to make the Skynet output localisable.

All Skynet injected message strings should be files that are sourced from Skynet_System_Messages in the TopicRepository and should be referenced as local xi:includes.

Nothing should be hardcoded into the app.

The new UI uses GWT localised strings, and the CSP uses localised srings for anything it adds to the docbook xml.
