All grouped nav pages to be constrained to top 5, which means creating 3 level navigation pages.

Remove formal paras, create xrefs with role attribute to function a breadcrumb e.g. Administrator > HornetQ > Configuration
[Audience Tag] > [Technology / Concern Tag] > [Concern / Technology Tag]

Create new bug with xref role for jwulf to create style in publican EAP6 brand.

Looks like they are still formalparas, but have been implemented as breadcrumbs.
