Lots of references don't really stand on their own. For instance, some of them are actually items in a list, with each item taking up a reference. It would be good to be able to select multiple records and click "Create new topic from these." All of the old info could be captured into the new Topic Text, and you can tag and edit the new topic as usual. 

Maybe deleting the old topics could be optional.

Fixed in 20110527-0926

1. Relate the master topic with the topics you wish to merge into it.
2. Click the master topic id to open the quick menu link, and select "Merge with Related Topics".
3. The master topic captures the information from the related topics, and merges the tags. Note that the final collection of tags that are applied to the master topic are subject to the rules of tag exclusion and category mutual exclusion, but the original collection of tags is also included in the master topic text, so no information is lost.
4. To "delete" the old topic, select the "List Related Topics" and apply a bulk tag of "IA Rejected".
5. To remove the relationships, select the new "Remove All Relationships" option.
