One tab per audience along the top. So at this point: Administrator, Developer, Migration, Troubleshooting.

Obviously we should provide this view at the top-level. Question: do we give the ability to switch audience at lower points in the hierarchy, so that I could, for example, switch from Administrator > Transactions > Configuration to Troubleshooting > Transactions > Configuration with one click.

Seems like it would be useful.
