Description of problem:
It seems, gnome-shell clock applet uses LANG instead of using LC_TIME for time/calendar display.

Version-Release number of selected component (if applicable):
gnome-shell-3.0.1-4.fc15.x86_64

How reproducible:
always

Steps to Reproduce:
1. set following locale:

$ locale
LANG=en_US.utf8
LC_CTYPE=cs_CZ.utf8
LC_NUMERIC=cs_CZ.utf8
LC_TIME=cs_CZ.utf8
LC_COLLATE=cs_CZ.utf8
LC_MONETARY=cs_CZ.utf8
LC_MESSAGES="en_US.utf8"
LC_PAPER=cs_CZ.utf8
LC_NAME=cs_CZ.utf8
LC_ADDRESS=cs_CZ.utf8
LC_TELEPHONE=cs_CZ.utf8
LC_MEASUREMENT=cs_CZ.utf8
LC_IDENTIFICATION=cs_CZ.utf8
LC_ALL=
  
Actual results:
gnome-shell clock applet displays calendar week starting with Sunday.

Expected results:
Week starts with Monday.

Additional info:
$ LC_ALL="en_US" locale -k -c LC_TIME | grep first_week
first_weekday=1
$ LC_ALL="cs_CZ" locale -k -c LC_TIME | grep first_week
first_weekday=2

I was about to submit bugreport about this. I guess i'm not the only one who gets irritated by this problem, which, by the way, not new but stamps from Gnome 2. 
My vote for solving this...

This message is a notice that Fedora 15 is now at end of life. Fedora 
has stopped maintaining and issuing updates for Fedora 15. It is 
Fedora's policy to close all bug reports from releases that are no 
longer maintained.  At this time, all open bugs with a Fedora 'version'
of '15' have been closed as WONTFIX.

plan to fix it in a currently maintained version, feel free to reopen 
this bug and simply change the 'version' to a later Fedora version.

would still like to see this bug fixed and are able to reproduce it 
against a later version of Fedora, you are encouraged to click on

Although we aim to fix as many bugs as possible during every release's 
lifetime, sometimes those efforts are overtaken by events.  Often a 
more recent Fedora release includes newer upstream software that fixes
