Please report this issue upstream at: https://issues.asterisk.org/ The SIP stack in Asterisk is complex and I do not have the experience with the SIP stack, nor do I have the hardware to debug and fix your problem. Please post a link to the bug report so that I can track the progress of the bug.
I've put some scratch packages of 1.6.2.19-rc1 up at: http://koji.fedoraproject.org/koji/taskinfo?taskID=3166751 If these packages don't fix your problems, please report the issue to Digium ASAP so that the fixes can get applied as the 1.6.2.* series is going EOL soon.
