Description of problem:
the subject says that all - I cannot re-order cases in a testrun any more

always

Steps to Reproduce:
1. open https://tcms.engineering.redhat.com/run/21541/
2. stare at the screen
  
Actual results:
there is no way to re-order testcases

Expected results:
there is a clickable item "Re-order testcases" or something like that, which was present in previous version

Additional info:
I suspected it got moved under the "Cases" item in the list header - but clicking that does nothing

the docs at https://riddler.bne.redhat.com/TCMS-User_Guide/index.html#User_Guide-TC_Order are obsolete

now it is a bit different - I can click Cases => Re-order

then I can drag the cases the way it was before

but after clicking Cases => Done Sorting, I get an error message:

"At least one case is required by re-oder in run."

and the order of cases remains the same
