Description of problem:
When you are on the "Groups" tab, there is no button available to add a new group.  You have to go to the menu: Groups->New Group.   In contrast, when you are on the "Group Definitions" tab there is a "New Definition" button in addition to a menu option: Groups->New Group Definition.  

Version-Release number of selected component (if applicable): JON 2.4.1


How reproducible:
Go to the Groups tab.

Steps to Reproduce:
1. Login
2. Select Groups->All Groups
3.
  
Actual results:
No visible button to add a new group.

Expected results:
An easy to find button to add a group.
