Description of problem:
There's only one option: Install to hard-drive.

One would expect the installer to detect if there's already an installation present and add the option to upgrade.

One way to install is through the network, so it doesn't matter if the LiveCD doesn't contain the packages

I guess Fedora developers would rather have people run PreUpgrade which fails most of the time. Or download the entire DVD. Totally cumbersome.
