Description of problem:
The devel sub-package seems to have some dependencies it didn't have in Fedora 15.  "fltk-config --ldflags" now says:

-lfltk -lXext -lXft -lfontconfig -lXinerama -lpthread -ldl -lm -lX11

but the package doesn't require e.g. libXinerama-devel.  Found by trying to build rasterview in mock.

Version-Release number of selected component (if applicable):
fltk-1.3.0-0.1.rc5.fc16

How reproducible:
100%

Steps to Reproduce:
1.Install fltk-devel
2.Remove libXinerama-devel if installed
3.fltk-config --ldflags

Actual results:
Shows -lXinerama, but libXinerama-devel is not installed.

Expected results:
libXinerama-devel cannot be removed without also removing fltk-devel.
