normaliz-2.5+ is requried for Macaulay2-1.4

I've prepped an update to normaliz-2.7 (latest), if that's agreeable.

Looks sane (note changelog needs updating)

I see no reason not to bump for f16, use your judgement on other branches.

Strange, the normaliz-related pieces of Macaulay2-1.4 build failed, re-opening.

I've untagged the new normaliz build until I can figure out what went wrong.

(it all seemed to work ok on my f14 box, redoing experiment using f15 this time)
