Description of problem:
Firefox's brandShortName is translated in some languages. It creates two problems:
1. It is inconsistent with the name in mozilla-firefox.desktop file. This creates inconsistencies when you run Firefox in gnome-shell: If you run firefox by clicking the icon in dash, its title in the gnome-shell's top bar will be "Firefox" regardless of the current locale. Also, it is "Firefox" in Alt+Tab browser. However, if you restart gnome-shell, or if you run firefox by running it using Alt+F2 or from a terminal, it's title in the top bar and Alt+Tab browser will be the translated brandShortName string rather than "Firefox". Not only it is inconsistent with the other behavior, but also this way gnome shell doesn't recognize that it is the same as the Firefox icon in dash, so you'll see two Firefox icons in dash: one is the icon for "Firefox" from .desktop file, and the other one is an icon for the translated brandShortName. 

2. The other problem is that brandShortName translation is not correctly encoded at all. This means that if you run firefox in an Arabic locale (ar_YE.UTF-8) or in Persian locale (fa_IR) where brandShortName is translated, you won't see the translated word in gnome-shell's top bar and in Alt+Tab browser, but a completely unreadable word will be seen. Therefore, the translated words (which are translated in UTF-8 encoding in corresponding langpacks) are incorrectly encoded by firefox. This even creates very sever problems in fa_IR locale in gnome-shell as described in bug #704893

Actual results:
See the title in the top bar, which is not readable at all. Also, it appears as a new icon in gnome-shell's dash, not as an instance of Firefox.

Expected results:
The title should be the Arabic translation of Firefox as in the corresponding langpack. 
Also, it should be recognized as a Firefox instance in dash, rather than a new window.
