Looks like c_rehash is not provided by openssl anymore - the ldap.conf man page should mention c_hash instead of c_rehash

The tool is available in openssl-perl package.

# yum whatprovides \*c_rehash                                                                                                                                                                                                                                      
openssl-perl-1.0.0-10.el6.x86_64 : Perl scripts provided with OpenSSL
