Description of problem:
Windows build does not contain power_state executable, StartLog reports:

06/06/11 11:48:35 Failed to run hibernation plugin 'C:\condor/bin/power_state ad'

The power_state executable has been included and it is correctly invoked by startd. 

Verified on:  WinXP/32, W2003r2/32, W2003r2/64, W2008/32, W2008/64, W2008r2/64, W7/32, W7/64.
