This bug has been copied from bug #710591 and has been proposed
to be backported to 6.1 z-stream (EUS).

After discussion with Ted Ross, it was determined that bug was created in order to build and distribute MRG 2.0 (which is a layered product) using the z-stream process. However, this approach was abandoned some time ago.
