How reproducible:
100%

Steps to Reproduce:
1.start VM with -net nic & -boot nc w/o -net user
eg:<CLI>
-net nic,macaddr=54:52:40:33:4c:58,vlan=0,model=virtio \
-boot nc
  
Actual results:
Guest stuck at "Searching for server (DHCP)...No IP address

Expected results:
guest should timeout back to boot from harddisk after failed to get an ip address
