please include a systemd-service file for Fedora >= 15

it is a bad behavior that F15 replacing upstart with systemd and most 
services are running in SysV compatibilty mode

This won't be resolved in F15, changing version to Rawhide.

We would like to keep compatibility with upstart at the moment. And some extensive changes have to be done almost in all tools which are part of tuned (s390x detection in tuned, all ktune operations are now run from initscript, tuned-adm, ...). To critical to be changed in stable release.
