where is in Fedora 15 the bash-completion for "yum loc" means 
"localinstall" and "localupdate" gone?

$ rpm -qf /etc/bash_completion.d/yum.bash 
yum-3.2.29-6.fc15.noarch

The completions come from yum, not bash-completion.  But localinstall and localupdate are not included in command completions intentionally (they're present in yum just for legacy backwards compatibility reasons, see the yum man page).  Just use install and update and pass local filenames to them.
