Description of problem:  Alerts continue to fire when plug-in is disabled

How reproducible:
100%

Steps to Reproduce:
1.  Import the plugin attached to this BZ
2.  Define an alert to fire, Metric Value Threshold [Pattern 1 metric = 0]
3.  Observe the alert firing in both the agent and in the alert history
4.  Disable the "pattern" plugin, Administration-->plugins
5.  Confirm the UI shows the plug-in as disabled
6.  Observe the alert continues to fire even after the plug-in is disabled by viewing the alert history and the agent.
  
Actual results:
Alerts continue to fire on disabled plug-in

Expected results:
alerts would stop firing when plug-in is disabled
