xdelta3 is such a major change that it is probably justified to keep an xdelta1 package that installs xdelta1, and have alternatives to choose between xdelta3 and xdelta1. It's not just the command line that changed: the file format is incompatible, so xdeltas produced with v3 can't be read by v1, and xdeltas produced by v1 can't be read by v3. Not having an xdelta1 means any xdeltas produced by v1 have now become useless.
