Description of problem:
Scalabiltiy problems When running ~49 vms on a host with 24 network interfaces each.
**3 major issues found:

1) getVdsCaps returns after ~31.784 seconds

2) libvirtd cpu consumption = ~120% (as a result of the stats threads)

3) when restarting vdsmd recovering from crash or Initializing takes ~20 minutes

100%

1.run 49 vms with 29 network interfaces each and rhev-agent running on the guests.
