This looks to be a combination of two issues, both of which are now addressed. 1) We have had F15 JEOS images available for a few releases now. 2) F15 pulled in a new boto release that errors out when you attempt to "stop()" S3 backed instances. As of 0.7.0 we detect this and behave appropriately with both the old and new boto versions. So, please upgrade to 0.7.0, pull in the "jeosconf" configuration RPMs and you should be all set.
