Description of problem:
while doing a yum localinstall the application checks for new repo xml(?) files from the internet and if necessary will download the updates. 
the problem occurs when the bandwidth is limited. why check for new repo files if doing a localinstall with _no_ dependencies?.
yum should first check the rpm to see if it has dependencies, if it does then there is no argument that it should go thru the process of checking for new xml files from the yum repo and download them

1.get on a low bandwidth connection
2.do a localinstall

Actual results:
uses the internet for a localinstall

Expected results:
only use the internet if a dependency needs to be installed from the net

Additional info:
no idea if this is applicable for no internet connection

 So there are two problems here:

1. If there are any missing deps. ... we need to setup the repos. ... and atm. we setup the repos. before the command runs.

2. If obsoletes=true (the default), then we need to look at the repos. anyway to check for obsoletes.
