Description of problem:
luci return Error 500 when I use fence_virsh of cluster.conf.
This is not production environment, fence_virsh use for my PoC environment.

How reproducible:
use fence_virsh, and access to luci, click target cluster_name.

Actual results:
luci return Error 500

Expected results:
luci ignore fence entries
