Description of problem:
Beaker is marking systems that are in the state 'Manual' 'Broken' due to what it *thinks* is a power failure.

Expected Results:
Don't touch the state of manual systems at all. Issuing a notification is sufficient.

The fix to bug 720044 will have Beaker only mark a system broken if its state is 'Automated' -- the result of the power command will be listed in the history but the state won't be touched.
