Description of problem:

How reproducible:


Steps to Reproduce:
1. Enter into a plan/case and click "Attachments" label. 
   Refer to link
   https://tcms.engineering.redhat.com/plan/4064/#attachment
   https://tcms.engineering.redhat.com/case/84217/?from_plan=4064#attachment
2. Click "Add" to try to add "Attachments".
3. Click "Upload" directly while do not click "Browse".
  
Actual results:
Come out page "404 Error Page not Found".

Expected results:
It should report a warning to mention browsing the file first.

These is no response and warning when Click "Upload" directly while do not click "Browse".
