Description of problem:
There is no link anywhere on our BZ for opening a bug against our BZ instance. This makes it hard since finding where the bugzilla product is isn't easy.

How reproducible:
Always

Steps to Reproduce:
1. Visit https://bugzilla.redhat.com
2. Click on the "open a bug " link
3. There is no step 3
  
Actual results:
You didn't find a link in step 2

Expected results:
There is a link!

After today's Bugzilla team meeting, we have decided to add a 'Report Bugzilla Bug' link in the footer. I'll implement this in time for a release next week.

This is now ready for testing on https://partner-bugzilla.redhat.com/

Assuming there is no issues found, this should be released on the live server at 4pm Thursday (EDT), as part of Bugzilla 3.6.5011.
