Description of problem:
When I click the 'UP' button, the parent plan is loaded and added to the tree view. But siblings (other children of the parent) are never loaded, making the tree incomplete. 

Clicking 'UP' should load both the parents and siblings.


Version-Release number of selected component (if applicable):
Nitrate 3.4.1 

Steps to Reproduce:
1. got to https://tcms.engineering.redhat.com/plan/4272/#treeview
2. click 'UP' 3 times
3. go to https://tcms.engineering.redhat.com/plan/3786/#treeview (top-level est-plan from step #2)
4. open the child nodes
5. see that there are more plans in the tree than in step#2

This bug has been fixed, please verify in Version 3.8.0

Verify 3.8.0-1 on stage -->PASS

Verify steps:
1.Enter a plan, click the "Tree View" tab.
2.Click the triangle before test plan
3.Check the tree

Actual result:
It load both the parents and siblings.
