Minor usability feature.

When I try to rename a rule, a new text box pops up.
It would be nice if it is prepopulated with the existing name, so that I can just make edits.

 If the user tried to rename a rule, a blank text box would appear.  That text box has now been enhanced so that it is pre-populated with the rule's existing name.
