JSF 1 libraries are distributed along to Rich Faces for EWS usage in thirdparty directory.

Both files in jboss-wkf-1.2/thirdparty/lib (jsf-api.jar, jsf-impl.jar) are missing in WFK 1.2 Maven Repository.

it is clear why they aren't the same. WFK ER01 contains what will be in EAP 5.1.1, but Wolf repository is created from EAP 5.1.0.

JSF artifacts are now in maven repository.
