See GUVNOR-1488 for steps to reproduce.

This can be really annoying if the user wants to create more complicated test scenarios. And _dangerous_ too -- expectations disappear from a different section than the user just removed -- the user might even not notice it!

This would be fixed in BRMS 5.2 ER3. Move state to ON_QA
