Description of problem:
the previous report package provided the tool called report which can create/modify tickets in various ticketing system (bz, rhtsupport). libreport should provide similar tool to cover at least all known real life use cases of the previous report tool.

The use case to upload a file to RHTS is:

report --target strata --ticket 00512471 testfile

Do we expect to support other targets than "strata"?
