Description of problem:
condor_configure_store -a -n '012345678901234567890123456789012345678901234567890123456789'

condor_configure_store -a -n 012345678901234567890123456789012345678901234567890123456789

condor_configure_store -a -n "012345678901234567890123456789012345678901234567890123456789"

and same result with group, feature, parameter and subsystem name:

which is not correct.

Steps to Reproduce:
1. configure wallaby and condor
2. try to add name/feature/subsystem/node/parameter as number.
  
Actual results:
CCS doesn't accept names as string parameters.

Expected results:
CCS will work with all names as string parameters.

MRG-Grid is in maintenance and only customer escalations will be considered. This issue can be reopened if a customer escalation associated with it occurs.
