Description of problem: v7 installs an old copy of python's decimal module for the cpuscaling test. This was done for RHEL4 support, as there was no decimal module in python 2.3. In RHEL6 it appears this copy takes precedence over the version from python 2.6. This copy should not be installed by v7 on both RHEL 5 and 6, as python providess it. Version-Release number of selected component (if applicable): v7 1.4 R16
