Description of problem:

After the test run execution page redesign case run notes were
moved to the right narrow column making any large content to wrap
and hardly to read. Please move the notes to the left wider side.

Steps to Reproduce:
1. https://tcms.engineering.redhat.com/run/24075/ 
2. Expand waived case TC#6522 - /CoreOS/python/Sanity/unit-tests

Actual results:
See the attached screen shot.

Expected results:
Notes placed under the Setup/Breakdown/Actions table.

Also the small comment form on the right side makes writing of longer comment a painful experience. Forces me to use external editor.

As it is not a block and general issue, we plan to update the UI design in TCMS 4.0
