Steps to Reproduce:
1. Install fedora 16 Nightly in  Simplified Chinese from
http://dl.fedoraproject.org/pub/alt/stage/f16-translation/
2. Run liveinst in Terminal 
3. Following the next steps to the root passward setting page.
4. Input a weak password for the root and next.
  
Actual results:
Redundant question mark in the weak passwords dialog.

Expected results:
The string should be displayed correctly in the weak passwords dialog
