Description of problem:
oosetup gets scrambled for CJK and users cannot use it.

Steps to Reproduce:
1. Run Red Hat Linux 8.0 final for CJK
2. oosetup
3. Users cannot read.
	

Actual Results:  It doesn't show CJK strings correctly.

Expected Results:  It should show CJK strings correctly.

Please try current OOo 1.1.0, and reopen if problem still occurs
