Catalogs and Catalog Entries are going to be accessible from Pool Families/Pools list in Environment section of Admin UI (Redmine #2417)
Creating new Catalog Entry is possible from Catalog detail page (Administer>Content>Catalogs>somecatalog)
Catalog entries are created from catalog detail page.
