SELinux is preventing modem-manager from 'ioctl' accesses on the chr_file /dev/ttyUSB1.

If you want to fix the label. 
/dev/ttyUSB1 default label should be tty_device_t.
Then you can run restorecon.
Do
# /sbin/restorecon -v /dev/ttyUSB1

If you want to allow modem-manager to have ioctl access on the ttyUSB1 chr_file
Then you need to change the label on /dev/ttyUSB1 to a type of a similar device.
Do
# semanage fcontext -a -t SIMILAR_TYPE '/dev/ttyUSB1'
# restorecon -v '/dev/ttyUSB1'

If you believe that modem-manager should be allowed ioctl access on the ttyUSB1 chr_file by default.
Then you should report this as a bug.
You can generate a local policy module to allow this access.
Do
allow this access for now by executing:

# semodule -i mypol.pp

I just added a patch to rawhide git that should be labeling /dev/ttyUSB character device nodes tyoe usbtty-device-t a few days ago.

I also added a term_use_usb_ttys() interface, which if the labeling works, we can call for modemmanager_t i guess.

has stopped maintaining and issuing updates for Fedora 15. It is
