Currently Pulp only supports UTC offsets for timezones. For better timezone support it should support timezones from the Olson timezone database. For example: America/Denver

This amounts to porting our timezone support to use the pytz package instead of the iso8601 package.

At this point, I think all timestamps handled or created by pulp are UTC. Please re-open if you think there's work to be done here.
